The short version
Annual testing isn’t optional in Virginia. Utilities require you to have your assembly tested every year by a certified tester and to submit the report on time. Miss it and you can face shut-offs or fees.
What “annual backflow testing” actually includes
- Isolate the assembly and check check-valves/seals
- Confirm relief valve operation (RPZ) or checks (DCVA/PVB)
- Record pressures, conditions, and repairs on your locality’s official form
- Restore water and document results for submission
When is my test due?
- Henrico: Annual test; submit the county form within 30 days of completion.
- Chesterfield: Annual test for irrigation, fire lines, boilers; certified tester required.
- Richmond (City DPU): Annual test; DPU sends reminders ~45–60 days before due, but you’re responsible even without a letter.
- Hanover: Commercial customers must submit annual certifications; due the first business day of the due month.
What this really means is: set your own reminder a few weeks before your anniversary date and book early.
How fast do I need to fix a failure?
Most localities require prompt repair and retesting within a set window. Chesterfield and JCSA specify 20 days. Some programs require a passing retest before they’ll even accept the report. Check your notice, but plan on 15–20 days.
Typical timeline (so you don’t miss the window)
- 2–3 weeks out: Request a quote and confirm parts availability (so failures can be fixed on the spot).
- Test day: 20–30 minutes per device in normal conditions.
- Same/next day: Receive your report.
- Within your locality’s deadline: Submit the report (email/portal/form).
Simple pass-the-first-time checklist
- Know your assembly type and location (RPZ, DCVA, PVB).
- Ensure valves are accessible and not buried.
- If this is for irrigation, flush lines before the appointment.
- Have site contact info handy for the tester and utility form.
